AFA 2022-23 Officers

Coy Vernon, President
Childers & Coventry

Coy Vernon is licensed fiduciary, board member of the Arizona Fiduciary Association, principal, and Director at Childers and Coventry, LLC. As a licensed fiduciary, Coy supervises C&C’s Health Service Advocates, accounting review, asset management, budgeting and sustainability for wards/estates, investment account review, vendor approval, in addition to his duties as a partner at the firm. Coy also assists Childers and Coventry’s Health Service Advocates in areas such as client relocation, coordination of delivery of property to clients, as well as assistance with client recovery, care management intervention and client stabilization when necessary. In one such case, Coy travelled to Central America and successfully, located, managed medical treatment to stabilize the client for travel, coordinated all travel with medical flights, negotiated with customs and embassy personal to obtain approval to leave Central America and for re-entry to the U.S. without the clients passport, and safely returned the client to U.S. soil for further treatment. Coy is an alumnus of the University of Arizona, an active Real Estate Agent, has attended trust administration courses at Cannon Financial institute at Pepperdine University, and is a licensed contractor in the state of Arizona.

Lamar Harner, Vice President
RLH Fiduciary, LLC

R. Lamar Harner is a Certified Fiduciary in the State of Arizona and started his private fiduciary firm, RLH Fiduciary, in 2011. He has been appointed as a conservator, guardian, trustee, personal representative and special investigator and has continuing appointments in these roles He was a Contract Accountant for the Maricopa County Probate Court Accountant’s Office, from June 2009 through June 2014 for which he reviewed annual accounts submitted by conservators and made recommendations to the Court.  Lamar is a Certified Fraud Examiner and Certified Public Accountant with over twenty-five years of experience in forensic accounting and fraud examination. He has also served the Court as a Special Master and as a Receiver in various matters and has testified as an expert witness on numerous financial issues. Lamar has a bachelor’s degree in accounting from Arizona State University and speaks conversational Spanish.

Julie Brogna, Treasurer

Julie is Co-Owner and Director of Care Coordinators Inc. She is a Licensed Fiduciary with the State of Arizona and a National Certified Guardian.  Julie holds a Bachelor of Science degree in Business Management from the University of Phoenix. Julie has over 20 years of experience in the fiduciary industry and 12 years in the banking industry.

Deborah Gilliland, Secretary

Deborah Gilliland is a licensed fiduciary in the state of Arizona and a National Certified Guardian. She graduated Cum Laude from Grand Canyon University with a Bachelor’s Degree in Business Management. She is a member of the Arizona Geriatric Society and National Guardianship Association.  She has dedicated the past 16 years to advocating for those with developmental disabilities, serious mental illness, and for vulnerable adults.  She is family oriented and enjoys spending time with her grandchildren.

Kathryn Blair
Yavapai County Public Fiduciary

Kathryn Blair is a licensed fiduciary and has served as the Director of the Yavapai County Public Fiduciary since 2018.  Kathryn holds a Juris Doctorate degree from the Whittier College School of Law in CA.  Prior to relocating to AZ in 2016, she had an extensive career in the compliance sector of the financial services industry. Kathryn is also a member of the National Guardianship Association, the AHCCCS Behavioral Health Planning Council, and is an adjunct instructor in the paralegal studies program at Yavapai College in Prescott, AZ.

Lina Garcia
Maricopa County Public Defender

Lina Garcia is a licensed fiduciary and board member of the Arizona Fiduciary Association. She previously served as the Director/Principal for the Maricopa County Public Fiduciary. Lina obtained her Bachelor’s in Business Management from ASU’s WP Carey School of Business before earning a JD from ASU’s Sandra Day O’Connor School of Law. Lina worked in the banking industry for 8 years before shifting to the legal field and is currently serving as the Deputy Director for the Office of the Public Defender.

Ann Lander
Salt River Pima Maricopa Indian Community

Ann Marie Lander is licensed fiduciary and National Certified Guardian with Salt River Pima Maricopa Indian Community. She worked for 6 years in the Maricopa County Public Fiduciary office after 11 years of working in the private fiduciary sector.  Shortly after joining the Public Fiduciary’s office, she joined the management team in efforts of educating the new and aspiring fiduciaries.   Ann has extensive background working with all vulnerable populations, ranging from cases of exploitation, the elderly population, SMI populations, and the DDD population.   Prior to her fiduciary experience, Ann worked in non-profit community-based programs advocating for seniors to maintain independence as long as possible. 

Shawnie Patterson
Maricopa County Public Fiduciary

Shawnie Patterson has worked in the behavioral health field in Maricopa County since 1993. Shawnie began fiduciary work in 2003 when she joined the Maricopa County Public Fiduciary as a guardian administrator. Twenty years later, she remains with the Public Fiduciary in the role of Fiduciary Manager. Public guardianship is her passion, and she plays in integral role within one of the largest public fiduciary departments in the nation. Shawnie holds a Bachelor of Arts degree in Behavioral Science, a fiduciary license through the Arizona Supreme Court, and is a National Certified Guardian through the Center for Guardianship Certification. Shawnie is a wife, mother, and former Ironman triathlete. She currently spends her free time fishing, playing on roller hockey leagues with her family, or improving in her newest hobbies of woodworking and gardening.

Theresa Whitfield
Second Voice Fiduciary

Theresa Whitfield has been a licensed fiduciary since 2005 and has over 20 years of experience in the fiduciary field, both working for two previously established fiduciary companies as well as creating her own company.  She also has over seven years of experience in probate and estate planning as a legal assistant.  She is the sole founder of Second Voice Fiduciaries, LLC since 2017, as well as the successor sole owner of the already established fiduciary company of Maureen L. Edwards, LLC.  She also has a background in accounting and contract compliance.
